How to get the fractional part of a number? 

       iWholeNum = Fix(dMin)
       dDecimalPart = iWholeNum - dMin
       dDecimalPart = Abs(dDecimalPart)

dMin would be your decimal number (3,1415 ...), you will have the fractional part in dDecimalPart after these lines.
